I am going to the UK soon for three weeks, and will be staying at the same hotel in that time, If I go to the passport office to renew my passport on the first day, will I be sure to get it sent to my hotel during that three weeks? What do I do if I don't get it before I have to fly back to Thailand? Thank you.

They have 1 day and 1 week services.  Use one of them and you wont have any problem.

You need to book an appointment for either service, you can do that before you leave....

Thanks, I have read the link you gave me and found out that you can get 48 page passports.

Do you know if I can get the 48 page passport to replace my 32 page one?
