It would appear, the owner of the cab wantonly allowed the taxi to be operated by and unlicenced driver which in most cases would 'complicate' insurance beside putting public safety a clear second. 

Agree wholeheartedly with the above. Heavy sanctions upon the owner, clear responsibilities ignored.
