Let's stay on topic.   Discussing the staff is relevant if it is pointing to how/why the violations occurred.  

 

The water temperature is set for a variety of reasons, one of which is washing of hands.   How long do you hold your hands under cold water as opposed to warm water when washing hands.   That is a part of the problem.  

 

As far as this making the news, well in a number of cities (including one I visited recently), they give an update of the local restaurants who were visited by the Health Department.   They only mention the ones that didn't pass the inspection and they are quite specific about what the violations are, much to the horror of those listening.

 

Of course, anyone who has worked in food services knows quite well that all kinds of things happen that in the best of circumstances shouldn't happen.
