Anti-human trafficking police in Siem Reap arrested a Dutch citizen yesterday after he allegedly took naked photographs of 20 boys near a pagoda, according to police chief Duong Thavry.

Thavry said the man was identified as Saraot Evrard Nicoias, 53, who had come to Cambodia as a tourist every year since 2011. “Villagers reported that they saw a foreigner [who] took photos of young boys, naked, in a pond behind Aranh Sakor pagoda,” Thavry explained. “When we got there the suspect had already fled on his bicycle. [But] we found out he was staying at the New River Side Hotel and we arrested him there.”

Police searched the suspect’s camera and found thousands of photos of naked boys, Thavry said. The photos were taken yesterday morning.

Dutchman held in Cambodia with 1,000s of child porn photos

April 19, 2017 16:21
By Agence France-Presse

PHNOM PENH - A 53-year-old Dutchman has been arrested in Cambodia for allegedly taking thousands of sexually explicit photos of teenage boys in exchange for a few dollars, a police official said on Wednesday.

Evrard Nicolas Sarot, 53, was a detained on Tuesday in Siem Reap province with pictures on his iPad and a digital camera of naked boys aged between 11 and 15, according to police.

"At this early stage, there are 20 boys but the victims could be more than this. This is a big case," Duong Thavry, chief of provincial anti-human trafficking police said, adding officers found thousands of photos of naked boys in his possession.

The Dutchman, who has frequently travelled to Cambodia as a tourist since 2011, will appear before court on Thursday.

If found guilty "he faces between seven and 15 years in prison for producing child pornography," she added.

The suspect convinced the boys to follow him to a quiet place and then asked them to perform erotic poses for between $1 and $4, according to Action Pour Les Enfants (APLE), an NGO that hunts paedophiles.

Cambodia is battling a reputation as a haven for foreign peadophiles, who take advantage of widespread poverty and poor -- and often corrupt -- law enforcement to abuse children.

Sarot's arrest marks the third foreigner held over child abuse allegations in Cambodia this year, APLE said in a statement.

Last week, a 47-year-old Cambodian-American was also arrested by Cambodian police for allegedly sexually abusing 11 underaged boys.

In February, a Dutch paedophile was jailed in Cambodia for five years for sexually abusing children over a decade, after several police probes failed to stop his predatory crimes.

The country launched a drive to shed its reputation as a child sex hub in 2003 and has since prosecuted dozens of foreigners for sex crimes, but significant lapses in policing remain.

Offered the kids between $1 and $ 4 to pose for naked photos? He's a F@*king cheap B@stard as well as a dirty sick perv.

If he is this cheap, it is unlikely he will be able to buy his way out of the case. $50 probably won't cut it.

I hope he dies in jail.

Not Familiar with APLE, but then I am in Thailand.

I have seen what some of the NGO's here have stooped to.

Offer Thai cops "X" amount of dollars PER arrest, and subsequently any random person can get arrested, with zero evidence, but the BIB are doing good!

Got their photos in the paper, got paid by the NGO, and again by the poor bugger they just arrested to let it all drop. Many of whom were blameless, but seen to have money.

A case such an NGO brought that seriously blew up in their face recently, has revealed much of those tactics, and in Pattaya at least, the practice has stopped.

American Government interference in Thai legal proceedings was significantly found to be the root cause of the payment per arrest scheme.

Not the only Government dropping money into it though.

This fella though, does seem (apparently), to have been caught genuinely, with the goodies, so to speak.

The biggest tragedy however to my mind, is that because there have been so many lies and fabricated cases, here and there, no one can be certain what is real and what is not. I could also hope, probably futily, that the actual "evidence" could be properly collected, analysed and understood AND noted by a judge.

I regularly see a Thai judge go through a 200 page file in five minutes, and start making judgments, before they looked beyond the allegations.

This is Thailand. Over here we don't look for justice. Whoever has the most money buys it!

Wow.......... Do I ever agree with all but mainly the last line..... Over here (Thailand with the Police here in Thailand, and mind you I have 2 Police, in Korat, in my wife's family)..... In Thailand it is just "PAY AND GO" as it has been for so many years....

Darksidedog.... I live in Pattaya on the darkside (eastside) also near Wat Boonsampan (Soi Khao Noi)...... I will send a PM to you...... we may be neighbors......... Maybe can meet up.........

APLE equals corruption. Sorry to say they cannot be trusted.

Yes...... With their own agenda to fill their own pockets and have a 'Big Face' (to get more contributions) at the same time........ Similar to what we who live in Thailand are already accustomed to......... LOL..........

Very dissapointing, considering the fact that half of the NGO's concentrate on chasing phedophiles and haven't managed to eradicate it.
For better results, I suggest to increase the salary of the Pedo-Hunters by at lest a 100%. Only having to live on an "european-salary", free lodging and the free use of an SUV is simply not enough incentive for them to "drain the swamp".

It is important to keep those NGO-Acrobats happy in Cambodia, because upon returning to Europe, they would face a dismal future. In spite of their university-degrees, they would end up at McDonalds, practising the art of frying burgers.
Cheers.

???

Out of many hundreds of NGOs, only a handful concentrate in this field.

Where do you get such an impression from?

Main areas NGOS work in are health, agriculture etc.

Personal observations dating back to 2010 to 2012, limited to PP ans SR.

- All of the "Agri-Guys" dwell in the sticks, as is a large number the of the "health-guys".

In PP and SR I found an astonishing number NGOers, employed and financed by foreighn "Church-related groupings". Their field of activity is anchored in health/social-services, combined with more or less open missionary work and "Paedo-Busting" as a sideline.

I don't know in what field of activity they are most successful (or unsuccessful, as it were.)
Cheers.
