CARACAS (Reuters) - Venezuela's socialist President Nicolas Maduro announced on Monday the creation of a new popular assembly with the ability to re-write the constitution, which foes decried as a power-grab to stifle weeks of anti-government unrest.

SEOUL (Reuters) - North Korea accused the United States on Tuesday of pushing the Korean peninsula to the brink of nuclear war after a pair of strategic U.S. bombers flew over the area in a training drill with the South Korean air force.
