Its their "job" to go and find someone to sell to. Through whatever network. They have already been caught. This is their "buy out" to do undercover work for the police. Their get out of jail card. The guy 'innocently' gets some gear for his birthday and the "fun" police are there waiting. His crime? Wanting to have an 'extra' good time. Probably never hurt anybody in his life.
