BANGKOK: As part of the trust-building measure, the Thai government and Mara Patani has agreed to set up a district-size “safety zone” before the end of the year. No district has been named so far. 

 

Mara Patani is an umbrella organisation representing southern Thai rebel groups and factions. 

The “safety-zone” will be run by a committee made up of representatives of the government, Mara Patani and community leaders. However, the framework does not include a ceasefire agreement, which means any violence could jeopardise the working arrangement.

Last I read was that the largest and best armed insurgency group BRN has not agreed to any of the Thai government's safe zones.

As there is no ceasefire agreement, violence is assured to discredit those insurgencies that agreed to the safe zone framework.

How save is the safety zone without a ceasefire agreement. Just wondering.

At least you have to try, sitting on your ass is creating a status quo without an outcome. The problems in the south has a long history of suppression exerted by diverse Thai governments in a predomentely moslim region. Google Wikipedia history of Thailand then you will understand.
