No

As I wrote you only need to report to the new office. Read both lines.

You only need to notify them of your change of address to do your 90 day report at a different office.

There is certainly no requirement for you to be living at your new address for 90 days or more before your can do a report at a new office.

yes, 7 weeks ago.

Then in my opinion the IO was wrong to tell you to report at Bangkok.

You should have requested to see his superior or ring 1178.

Up until 3/4 years ago you could make 90 day reports at any office.

Immigration were then instructed that reports can only be made at the office you registered that issued the extension.

I came across this problem at Amnat, who were of the understanding from their directive that you had to make reports at the office who issued the extension.

Of course the whole concept of making a formal change of address at a new office is to register your details there in order to continue making reports to the office you are now registered at.

That in effect changes the directive they were issued, but they didn't appear to understand that.

my recent experience:

change of address; immigration at new office 'accepted it'; even tho i was staying in guesthouse and not the 'real address' (house wasnt finished); TM30 was new house address; so now, 3 weeks later, moved out of the guesthouse and into the 'real house'; supposedly no new TM30 required as somehow i was grandfathered in;

90 day is NEW office

There's some confusion here as there are two forms.

TM28, for change of adress, TM30 is for house master to inform that alien now stays in his property.

If you own, rent or lease a house you must make both....

Most immigration officers don't know the difference...
