Sorry, Prayuth is intelligent?  The man who sent security forces to count hip-thrusts at a concert and can't put a coherent sentence together in Thai, never mind English? The guy that rams through ridiculous legislation like the recent labour law without stopping for 5 minutes minutes to think it through?  If that's your idea of the intelligent... well... ahem.

You didn't understand your dictionary, laddie. Emulate might well be defined as to match or surpass but not in the way you used it.

You said, " ... bar girls in pattaya all speak excellent English to emulate their job." In what sense have these girls imitated anyone? If you meant carry out their job then why not say that?

For a country who wants their citizens to be able to compete in the global market and speak an international language, why are 100% of the TV shows either in Thai or dubbed in Thai?

 

The Netherlands has one of the highest rates of fluency in English of any country in Europe. 

They don't dub any movies or TV shows, they'll all subtitled. 

 

If Thailand had even one English language channel it would be a free way for Thais to learn English.

There are two areas where I agree that Thailand needs a right kicking: driving and language skills.

 

Mrs Todlad speaks English to a good standard as does one sister.

 

As we lived next door to the in laws Mrs T volunteered to teach other sisters English. She did. They progressed. Then facebook got in the way. Television got in the way. They were suddenly very busy. A blowlamp in their faces will not encourage them.

 

Last week one of the sisters called Mrs T to help them to install a bluetooth phone in the MIL's car ... that was a real hoot as they were completely unable to read anything from the booklet and were spelling everything letter by letter ... they learned the alphabet at least.

 

Free lessons. Free books. They could be conversational/pre intermediate by now.

Luckily, most of us are just visitors, guests, aliens or non-immigrants and will never achieve that status of "resident" - so we won't have to take the test.

It may be the Thai military has ties with English-speaking militaries.

Like everything, you got to start at the top which the leaders have done nothing except talk. After a few years in Asean still from personal experience kids out of government schools still can't speak a lick of English,  Thai teacher or Principals can't and still year after year the same regardless of Thai scholar suggesting a change in the system.

If this is a requirement maybe start with teachers themselves? Required them to go outside to contracted English school to learn to speak and write, those who obtain the certification obtain more pay for their affords and you can't be a principal unless you can speak and write that is just a start.

But this country like most things it just open a new market for corruption as noted by other posters. 

A few years back, they certified certain Driving school to take the load off the main office here in Pattaya, now there are a few schools who do all the teaching and testing this was like handing them a license to steal.

Well that's amazing news and long overdue. 

I hope that will also mean, government websites will have their English pages updated.  

Most English versions of Gov sites are woefully lacking in the same details as the Thai pages, if the links work at all, and any news is years old if there is any.
