Can anyone recommend a good concrete primer paint?

Its for outside of house, I have half a tile border that runs along the wall, but the next 12" above the border(skirting) tile is forever flaking off, I have applied normal concrete primer before top coat but after a few months, just starts to flake again.

I am no paint expert but looks like I need a good quality concrete primer.

The one I have used previously is Fore Season Primer.

Is it just the paint that is sloughing off or the underlying render?  In any case, you might want to have at it with a wire brush removing at least the paint that is peeling.  If that also starts taking out the render then you have a more serious issue.  There are "sealers" available for that if it is not in real bad condition.  Otherwise, go with a premium grade exterior primer and color from any of the leading brands.  I like TOA.  Thin the primer by 10% but apply the color without thinning.  And do give the wall a mild wash with detergent after brushing to remove residual dust.  

 

Edit:  Even spelled differently, I have not seen the brand of paint you used previously so maybe stay away from that one.

4 Seasons I think is the entry point brand for TOA?

 

OP could also try using a non water based primer

sealer (solvent based) - Nippon do a good one but not cheap.

OP, I had a similar problem and ended up using a tub of filler (some call it putty) thinned out with 30% water. It ends up with a thin paint like consistency and dries super-fast when applied by brush.

I use Bozny brand available in HomePro. 

I have used Super Shield with good results

I have tried the 4 Seasons clear primer recently but am not impressed. The Super Shield gives a white base which is easier to apply colour to than the clear 4 Seasons.

Just a thought here, but could this be a waterproofing issue?  A few months seems very short, even for lower grade paint.  Especially if it is the first 12" above the tile, as opposed to the whole wall. Maybe apply a waterproofing sealant on the concrete first, and then your primer, and then the finish coat.

I had the same thought , seeing as they don't seem to use damp proof
courses or membranes and just rely on some "waterproofing chemicals"
mixed into the render....most then tile the wall thinking problems solved but all that happens is the damp creeps up the wall...rising damp ?

Yes, I suspect a waterproofing issue.

Will try a waterproofing sealant. After the sealant is applied, should I then apply primer or just go for the top coat?

Also, any recommendations for a brand of waterproofing sealant? I guess it is just painted on???

What you really need to do is find the source of the dampness and stop it,applying sealers won't be effective at best it will just push the problem to somewhere not sealed then the paint will flake off in that location.
