This seems to be such a common assumption. My media diet doesn't resemble that of most AN posters. My Thai family are also not typical. They are well educated and interested in lifelong learning for both business and recreation. IPTV will provide a lot of content but of course not all. If my internet is down, it doesn't. It also seems that at our new house, our mobile signal is not that great. I've only tested our current provider so far. Is IPTV consistent at 1080P or 4K? I prefer to watch the excellent nature documentaries at 4K. I still want to store my digital books that I've collected and not yet read. I need to retain articles that I've saved as PDF. Many I have read quickly and would like to read again for better retention. On a drive, text can be scanned for keywords and accessed much faster than doing a Google search and having to check again which articles truly discuss what I'm looking for. It's quite clear to me that Android/IPTV provides everything for mamu posters but doesn't in our case. I will almost certainly have IPTV as well for current broadcast/cable content.

Those are a couple of options I'm evaluating for the router software. The router/file sharing box will have a separate boot drive that is not shared. The CPU in my Intel box will have plenty of oomph for both router and file sharing duties. The only time there would be a little higher load would be the short periods that I would be using a VPN running on the box as well.

@KannikaP counting me there are 3 heavy consumers of media that will be stored digitally in our house(s). The other 2 don't have much computer experience. I would like to keep it as simple as possible for them. I think that will be best implemented by one source for the media. It will be easier for me to maintain it as well. The others will use KODI or something similar for their access.

I'm setting up a simple centralized storage system for entertainment files. Retrieval demands upon it will be low volume and slow, just fast enough for a single stream, perhaps two. It will be also be the destination for active torrent downloads. Content will be movies, TV shows, YouTube downloads and music. Only the music and a handful of top notch video content will be stored for longer periods. Most videos will be deleted after watching once. My plan is to use a low power 12th Gen Intel box with 6 X 2.5Gb network interfaces (11k ฿) that will also be my main router. For the hard drives I was thinking two 4TB Seagate 5400 RPM units. I noticed that hard drives in Thailand are almost double the price in USA. That seems kind of strange because Thailand is #2 in worldwide production volume of hard drives. I may use the 2 drives to provide their own backup by using only ½ their capacity for live data and ½ for backup of the other drive. Also Amazon will rent me backup disk space for $1/Tb per month. Retrieval will take up to 12 hours, that's why it's cheap. My questions are: - why are HDD's expensive here - is it better to use 5400 RPM or 7200 RPM HDD's for my low load setup

The benefit from just adding the tank will be minimal. You say that Phase II will be only a short time later. If it's not DIY, just do the entire system with one visit from the water system contractor.

I don't think you can just add a tank only. How will the pressure from the city water be maintained through the tank? The tank is generally not sealed so there will be no pressure to raise water to the upstairs outlets. You could potentially install your tank on a tower, but you didn't mention that feature.

It seems there is currently no pump at your MiL's house. Is that correct? Isn't the standard to start the floor numbers at 1 (ground)? So in a 2 storey house the higher floor is the 2nd floor, n'est pas? You can't really use a tank without a pump. Create a system as shown in the diagram below. Here's a diagram courtesy of @Crossy. I copied this diagram from one of his posts.

Bangkok bank still adds no fees when you get a "cash advance", at least from a debit card. I never tried using a credit card. The fees are generally added by the card issuer. I assume you mean Bangkok bank debited the money from your USA account. I've often taken "cash advances" at Bangkok bank with my Schwab Visa debit card and only my passport. If I wanted it, they would just hand me the cash. For me it's much more convenient to deposit it directly to my account with them. I've opened accounts at three different Thai banks. I've needed more that just a passport at all of them. I also needed a certificate of residence for all three and at SCB I also needed a Thai tax ID number. Bangkok bank checked that I was on an O visa and would be getting an extension based on retirement. Kasikorn and SCB required that I already have an extension for 12 months. I'm not American so that probably makes it somewhat easier for them. I'm not surprised that they wouldn't open an account with just a passport.
