The QR code on my last month's bill was usable with KBank's smartphone app. When I scanned that old bill it come up with the current month's balance owing. The reason I know is because the leccy bill that came yesterday was incorrectly printed. The April "bill" was basically a copy of the March bill but it had no QR or bar code and didn't show the meter starting and ending numbers. It only showed the total usage from March and the total I owed for March. The bill also showed yesterday's date as the meter read date. I was very confused because with KBank's app I just normally scan the QR code and pay. Today I used KBank's app to see my PEA balance but I had to enter the number labelled "(CA/Ref. No. 1)" and then the app showed me the amount of my bill for April. Since the amount the PEA app displayed was different from the new paper bill I received I did not pay it. I then downloaded the PEA Smart Plus app and looked up the balance for April. The amount PEA displayed was the same as KBank's app had displayed. I went back to KBank app, scanned the QR code from my original paper March bill and paid the amount it displayed (same as PEA showed for April).

After a little research I see that Samsung smart TV's do not use Android. That makes it harder (maybe impossible) to install a VPN on your TV. Try contacting the major VPN services such as ExpressVPN, NordVPN and see if they can help you. There may be an alternative to using a VPN. What exactly has changed since your iptv last worked? You only mentioned that you renewed your iptv. What happens when you try to use your iptv? It appears you are still using the same internet connection through 3bb. Is that true? Did you change the iptv program? Did you change what device you use to watch the IPTV?

If we were on ToU I think our Type of service would not be 1125 and the two meter "readings" would be charged at different rates. N'est pas? PS: perhaps the meter is set up as ToU, but the PEA account is not. That may be possible, I guess.

This is the fourth bill to show the two different readings. In fact all the bills for this service have had two readings.

Thanks for the suggestions but we've been off the "construction supply" for a few months. The Type is 1125 which is the same as on the bill at our current rental house. The inverter reports that we do export a very small amount of power (.51 K0Wh) even though the export is supposed to be disabled. We do have a digital meter.

Our PEA bill is for a new house with 3 phase supply and a 10KW solar system. We are not yet moved in so load is minimal. The inverter software reported that our grid usage was 9.21 units (KWh) for the billing interval. I don't understand why our bill has what looks like readings from two different meters. Can anyone explain it?

If you're an experienced computer user who doesn't mind exploring the features of Ublock, any feature you choose to block can be restored. I thought it likely that the OP was not that comfortable with making/undoing changes to his computer.

If possible get a certificate of residency from Thai Immigration. If you're going to use 400K or 800K deposits to qualify for an extension in the future tell the bank you would like to open a fixed deposit account to hold those funds. If things go sideways, you can simply withdraw the funds anytime but you will have to forgo any interest. Hopefully the bank will also open a regular savings account at the same time. If you're buying a new condo, ask the developer/seller if they can assist you to facilitate your purchase.
