As it is not costing the Condo tenants any extra money, then personally I would just leave well enough alone. if you go to the Committee with this, and it turns out one or more of them is in on it, then you are just opening a can of worms. Incidentally most contractors are familiar with this type of "extras" so just leave it alone.

@jippytum @Toby1947 Silly statements. China is huge with thousands of years of history, and if you get out of the big cities (Beijing/Shanghai etc) there are some amazing things to see. Transport is easy (trains/planes) and guides/translators are available to travel with you during your travels. Very good hotels, excellent food and entertainment if you require it.

This is not correct. Sometimes (not always) you might have to do your next 90 days in person after you have been out of the country, or if you've changed your passport, but try online first. The extension of your original visa is not tied to your 90 day reporting (sometimes they may coincide, but not usually) and as they are done separately, there is absolutely no rule that the next 90 day report after you've extended your visa for another year has to be done in person. The online system works well for most people.

Don't understand your reasoning here. The deposit of $100 has been made, which is your reservation deposit and is not returnable, but is taken off your total rental contract amount when paid, when you pick up your car. The bank are reimbursing for the fraudulent charges, so you are not our of pocket. When you pay for the car contract (with whatever card you'll use) watch them do the transaction on the machine or use the POS/wifi option and then no phones, no talking, no phones, no problems.
