If it is Maneerat I am sure they are right. 'Out of province' seems to be a feature of Thai banks - and a reason to charge (ATM withdrawals, paying in, visa money)

Obviously, in an intestate situation the widow is probably not the sole beneficiary and such action is 'illegal' (as it is on any joint account if you claim that rules of survivorship don't apply in Thailand - although there would be no practical comeback).
That said, my partner will have card (and eventually PIN + internet) access to my account so she can empty the account. I also have a simple Will as a back up if Plan A fails.

In the UK a joint account does not form part of the deceased's estate and the survivor is entitled to the residual balance under the rules of survivorship.

I have not had an issue with post in Bang Saray - although I only have a couple of items per year. Local post, via the excellent Ban Amphur post office is good. I suspect that any delays are not due to local factors - more likely sitting in an international sorting office between London and Bangkok (my money is on the latter).

My advice would be different to yours. I wouldn't waste time calling them, I would act by default on the basis that 99% will get through the postal system...if my pension was not received on the due date then I would call Newcastle who will immediately reinstate the pension on the strength of that phone call.
