I was having a beer in a local Thai bar that I had been in many times and a local walked in smoking . I asked if he could see the three no smoking signs behind the bar. He took offense at being told what he should do coming from a foreigner and was ready to pickup a chair and hit me with it. Fortunately he thought better of it. I never saw the barmaid filling up buckets of water either.

Smoking near a food stall on the street is not quite the same as smoking in Mcdonalds when the law is considered . Throwing a bucket of water is i would say a far more serious offence.

100 baht an hour would be bare minimum for two times a week in my experience. Five hours to clean gives them 500 baht . Not so jaw dropping for them.

I agree with martinL , good that one of the parents is refusing to accept 200,000 baht for this life changing injuries caused by a man intoxicated and breaking the road laws and don't forget the driver of the car run over him for a second attempt at murder.
