The emphasis is more on the need for a UK address, with some supporting documents such as utility bills, NHS cards etc. In the name of the account holder. Less emphasis is placed on where the account holder is actually located. Basically many UK banks do not want account holders using overseas addresses on their books.

Sounds to me you need to go in person to sort it out. -
If such small money issues upset you go and live somewhere else. Many, many countries apply dual pricing eg the UK universities charge foreign students fees at least 4 times higher than local students.

All of this could have beem avoided if you had applied much earlier for a new passport. Personally I have always renewed a year earlier than the expiry date. In your son's case maybe obtain a temporary passport to get over the immediate problem. -

At CW, and Sathorn previously, I've always been in and out before 12pm. It's only once a year, and hassle free if paperwork is in good order. -

I have always applied for a new UK passport a year in advance of the expiry of a current UK passport. A shame to lose a year but it avoids a lot of these issues. -

If it is possible to find somebody you can trust to take care of your wife I would recommend you apply personally, with all relevant documents. You should be in and out within an hour. If that's not possible you will need the assistance of an agent. Best of luck to you and to your wife.
