This is the Thai way. No one wants to make a decision. So they form a committee. What is interesting is that no one knows why this rule was first enacted, eons ago by some "Coup-Maker" ca. 1972 (Field Marshal Thanom Kittikachorn?), eliminated and then reinstated during the reign of Shinawatra.
