Have not seen any official link from immigration that states Russian nationals can do unlimited visa exempt border bounces.

In 2019 there were many refused entry at Bangkok airports for trying to use ongoing back to back tourist visas and visa exempt entries.

In most situations the OP would exit Thailand after his ME Non O visa has expired but still with current permission of stay.
Then upon exit his current permission of stay would end and he could attend Savannakhet for a new ME Non O.
Savannakhet will not issue him with a new visa if (as per the plan he outlines) he would still have current valid visa in pp.
I did exactly that 3 weeks ago and certificate of residence was required at Chatuchak.
Pink ID would not cut it.

It's a very recent change.

At the same time Bangkok Bank straight up refused even with my non O.
They wanted certificate of residence or letter from embassy.
This was all in Bangkok.
Things have changed a LOT even in last several months.
Perhaps now not even possible to open bank account with visa exempt stamp.
Even places such as Jomtien requiring COR.
The issue in Bangkok (at CW) is to obtain COR you need to have made a TM47.
Not possible on tourist visa.
BTW for TDL the transport offices require a COR.
Thinking previously Pink ID cut it.

The only time that you would bother to printout your TM47 confirmation is eg attending immigration to obtain something the requires it.
