You need a reentry permit to keep your current permission of stay valid till prior to your extension. So yes a single reentry permit then if required in the future another reentry permit after you obtain your extension .

You mean 30 days remaining on your visa exempt entry. Your not applying for an extension so I cannot see why immigration would not allow you to apply for the non O retirement as soon as you enter Thailand. With a visa exempt exempt entry you use a TM87 form visa application form instead of a TM86 change of visa status form. Perhaps someone will be along that has done the process as you outline. As you would be aware normally you would need to show that the funds (800k) came from abroad however in your case with funds in Thailand for quite some time that should not be an issue.

You need to have previously have made a 90 day report with CW to apply for residence certificate. I'm thinking you are best to attend CW for residence certificate with your new TM30. Your current tm47 receipt shows that you report to CW. Having your address updated (change of address) and then apply for residence certificate. 200baht and mailed to your new address within 2 weeks.

Joining some of the dots I think that your abroad trip end march could be to a place such as Saigon. There you could obtain a tourist visa for reentry to Thailand after March 31. Giving 60+30 day in Thailand with still one land border bounce up your sleeve which would give you 30+30. If you have not been to Vietnam be aware that it's a ripper. Easily spend couple weeks plus there. Saigon in particular easy quick access from airport to district 1 which is also very easy access to Thai consulate for a tourist visa.

Have you filed change of address. Might be worth chat with immigration. The desk where you apply for residence certificate might be fine with accepting your current 90 report as evidence that you deal with Bangkok immigration and the TM30 as update of your address. That would be best option as the residence certificate would be mailed out to your new address.

For a visa exempt entry the requirement for onward flight from nearby countries will be required by airline at departure. The term "throw away ticket" actually means a real ticket that you don't intend to use. Eg cheapest flight out of Thailand. A "rent a ticket" is a real ticket and can be checked by airline. No problem. It self destructs in short time frame eg 48hours. Cost much less ~15usd. A real throw away ticket is `~1500baht. Both work. Proof of accommodation not required.

Just put the address of the accommodation that you plan to use in Thailand. The owner should file a TM30 when you arrive and you can use that for any dealings with immigration. Do you plan to obtain a 12 month extension? Is the non O based on retirement or marriage?

OP, at least you did your homework. You mention PE elite visa. At 40 that could have been an option. You state that you can't afford that. You could obtain ED visa but thats a pinch hit for a year or so. There is no visa that meets your needs.

OP, seems you have already done 2 visa exempt entry via air. Suggest you do a border bounce for visa exempt entry. That can be extended by 30 days. You could do another if required. Where are you located in Thailand? Alternatively you could fly out and obtain tourist visa and return no issue. My favourite joint is Saigon. Be aware that consulate requires appointment so forward planning required.. Vientiane also requires appointment.

What he is holidaying in Vietnam and obtaining eVisa to enter Thailand from there. What if he is currently in Thailand and wanting to have an eVisa for entry into Thailand and is planning a exit flight and return to thailand using his emailed eVisa. All good? BTW wouldn't work with land border exit and reentry.
