    Where ever I have been asked about my Nationality be it in parks, museums etc. I always get the Thai rate with my ID card. After I show them my ID card no questions asked, no arguments. I am yet to encounter any racial discrimination as you claim. YMMV

    He should fly to any nearby country using his EU Passport. Ex - Lao or Malaysia In Lao present Thai PP for entry and then exit using the same. Finally, enter Thailand on Thai PP.

    Thai nationals have to enter and exit the country using a Thai PP only, even if its expired. This is the rule rather than an exception. He has already broken the law. YMMV

    If my 90 day report is due on May 22nd, I can file up to May 29th, right? Yes, 7 day grace period So if my international flight leaves May 23rd, do I have to file at all, or will there be potential problems if I leave Thailand without filing for the 90 day report? No need to file, depart as usual. No problems when u depart or return.
