It's possibly something to do with the Scandinavian banks' recent attitude to buying back their currency, if you compare those rates with the differentials for other non-Scandinavian currencies on BBL's exchange rates page it tells a story that would account for the 50% change that you saw. What did the bank tell you when you asked them...the only ones who could actually answer your question?

Getting it in under the radar depends on how it's being brought in...mail. courier company, on your person, etc. Import duty rate is 5%, VAT is 7% on the CIF value. https://www.simplyduty.com/import-calculator/

Courier will obviously be the fastest and most expensive. If price is factored into it, Thailand Post registered (five or six days delivery, usually) could be better depending on what you're looking for. -
That's nothing to do with the positioning of the lights, it was 100% the fault of whoever illegally erected the signs.
