You'll have no problem with Immigration as it is a new application that they are looking at, they'll not be investigating an old, expired and now, invalid, one. They will not care where you're previous visa/extension came from, it's not as though IOs are unaware of the existence of visa agents!

He needs to open a new account and he won't be able to do that in the UK without proving his UK-resident status: ID, utility bills and being on the electoral roll. I believe Wise have a card that can be used anywhere. No idea as to fees attached to that though. According to their website, an ATM card is not currently available for my Thailand location, neither were they when I opened my Wise account originally.
