Vast majority of cases are never counted but if there is an acceptably low level of serious cases due to vaccinations and infection immunity, then that would be good.

Not very much ado about almost nothing. They moved immediately without protest when informed. Never had any intention to offend anyone. Tijuana is a very dangerous city. So is East St. Louis. Easy frequent driving cross border is only if you're living in Northern Mexico. Yes in general cost of living is lower in Mexico than the U.S but I was talking about Mexico compared to other typical budget expat options. In which case Mexico is definitely not the cheapest. Of course as anywhere it matters exactly where in any country. San Cristobal de las Casas would be quite cheap relative to Puerto Vallarta or a high end neighborhood in Monterrey. Picking expat destinations is not a one size fits all situation. -
Its an actual thing but actually doing it right is another matter.
