Why do you think it took so long to bring charges when it was all recorded on CCTV and was very clear exactly what happened? Because if left to market forces without interference and Chinese dumping of cars on foreign markets often at a loss (hence NETA's bankruptcy), most people wouldn't buy them and they know it.
