If you have an unused visa you can enter on it before it expires and get 90 days. If you have an extension of stay (with a re-entry permit) you can enter on it and get until the end date on the permit. Renewal will depend on what you actually have and if you meet the requirements, i.e. 800k in the bank for a new extension.

International roaming is not the same as data roaming. Unless International Roaming (calls and sms) is enabled you will not receive OTP's. and will not connect to Vodafone. In the past I did have AIS and IR was enabled by default, also for my wife's phone but that may not be the case these days (I now have True and had to request IR). Correct not to allow data roaming, that gets expensive unless a package is in place, but also it requires IR to be enabled.

If you have the providers app on your phone try using it to chat with their customer support and see if they can re-activate your number and turn on international roaming. You ought to be able to add credit easily through the app (if it's anything like True). They will have your passport info on file and may we be willing/able to help, I recently activated roaming with True this way and found them extremely helpful, albeit the number had not expired but they still needed to verify passport, etc. to ensure it was me.
