It is only needed to enter Thailand. You only have to meet the requirements to enter the country you are traveling to when you leave Thailand. If the insurance meets the requirements for entry to Thailand it will be accepted if you have proof of it. -

A visa on arrival is only for 15 days after paying a 2000 baht fee if you are form one of the 18 courtiers that qualify for it. I assume you mean a 30 day visa exempt entry. There is not limit on them by air and at land border crossings it 2 per calendar year.

The only cases can recall of a person had a problem due to not canceling their extension was when a person was on a extension based upon working when they went to immigration to apply for a new extension. Immigration wanted a letter from the previous employer to cancel it before they would issue a new one based upon working. No problem for those on other types of extensions.

They apparently had it down to do some changes. It now has a selection for air travel or land travel when it first opens. -

With a valid extension of stay based upon retirement is gett the work permit application approved. If you could get that you change the reason for your extension of stay from retirement to working.

No and as I wrote you would not be able to apply for one since you entered the country with one. If you apply for a extension of stay based upon being the parent of a Thai the 400k baht only has to be in the bank on the day you apply. Some offices might do it that way if you are married and have children.
