To call people whom I don't have on WhatsApp, LINE or WeChat, I use a VOIP app. ChipButty mentioned one above, and there are many others. VOIP calls can be made to both landlines and and mobile phones. The other party does not need any app to receive the call. Personally, I am subscribed to Nonoh and VoipDiscount.

Based on the latest official information, you can complete the online TDAC form at the earliest three days before your arrival date in Thailand and at the latest immediately before presenting your passport to immigration at your arrival port. If I my country of residence were Thailand if by the time I would need to do the TDAC Thailand were not on the list, I would select the country of my nationality. If the immigration official would question me about it, I would explain the situation to him.
