Some of it simply means stay away from Thailand and particularly Pattaya. Thaphraya rd: indeed no place to live near the road. Even worse Thephrasit. Both very busy through roads. The OP asks about beach rd. I was often sitting at beach road and wasn't experiencing excessive motorbike noise.

Jomtien has no specific problem with excessive motorbike noise (that is in a completely different pat of central Pattaya). BUT until lately and quite sure ongoing there is massive construction/roadworks along Jomtien beach road. Kills the fun on large parts of beach road. Maybe Jomtien 2nd rd is an exception (high speed racers). Self taken picture from July 24th:

Well said. A complete misconception by the OP. Many years ago I ordered water filters from a company that used postal mail at the time. I gave them the general post office address (poste restante). Picked up the parcel there. Worked fine at the time. Years later ordering again. Call to wife: we use courier now, can not deliver to post office). The post office is not a free service agent for their competitors. That Lazada sellers are stupid enough to use such address is remarkable. They should have rejected. There are many agents (shops etc.) that accept courier deliveries for you to pickup. Another option might be to have it stored at the courier distribution center (in most district cities).
