Have you actually tried to obtain a manual from there? An actual link to a manual if you please. Anyone can link to a fake website.

You suggested the manual, so produce a manual.

apparently you couldn't   LOL

 

you never used a website that requested registration in exchange for something.   you can be a happy camper and follow through then report back to us

So register and produce an actual link to the manual and post it here. Is that so difficult?

If you're going down that route try learning how to use Linux, such as Linux Mint.  Put in on a thumb drive and boot it up from your USB.  It will do virtually everything Windows will do without the problems.

In the meantime, download and install System Explorer. https://www.techspot.com/downloads/5015-system-explorer.html
This should give you a better idea of what processes are actually running and the amount of memory that is being consumed.  Your problem may not be processor activity but instead memory usage.

Just for the heck of it, try stopping the Windows Update Service and see if that makes a difference.  That process kicks off a number of underlying services that are memory hogs.  This is simply an informed hunch.

The Windows Update Service should be right under the Time Service on Windows 7.  You can also try stopping the BITS Service.  These services are needed to for you system to update, but they can also cause performance problems in a system that is not updated correctly.  

If you try this, let me know how it worked out.

Be nice if anyone can say something useful about Windows update. What does it do apart from tell us we dont have Genuine Copy..?.?

    This bulletin documents the several different methods for gaining access
to the BIOS Setup feature of most models of Toshiba computers.
These setting are stored in non-volatile CMOS memory, hence the alternative term "CMOS Setup".
The settings are managed by a utility program built into the computer's BIOS (Basic Input/Output System).

 

For Toshiba notebook PCs manufactured '''since''' the introduction of Windows XP
One or more of the following methods will be effective:
   F2 key method
    Turn the computer on.
If you see an invitation to press the F2 key to enter Setup, do so.
The Setup screen will appear.

 

   Esc key method
Turn the computer on.
If you do not see a prompt to press the F2 key,
then immediately press and hold the Esc key for three seconds, and then release it.
When prompted to, press the F1 key.
The Setup screen will appear.

 

For Toshiba notebook PCs manufactured '''before''' the introduction of Windows XP
One or more of the following methods are appropriate:
   Esc key method
If an external keyboard is attached to the notebook,
either directly or via a docking station or a port-replicator, disconnect it.
Turn the computer on.

It may NOT be possible to 'BOOT' from USB on a old laptop,
perhaps only from 'CD'.

WHAT PROCESS IS USING 100% CPU DURING A 'FULL BOOT'.
- you did say it does not happen during 'SAFE MODE'.
THERE, IT IS A DRIVER, DLL, OR APP ISSUE.

The source of your problems is probably here.

 

You are apparently running some pirated version of Windows 7 with the updates turned off. Erase the hard drive and install a legal version of Windows 10 and do all the updates. Until you have done that it is pointless making any other suggestions.

my reply to your post about entering bios commands was not a criticism but something intended to be helpful to the op whose post was not a joke. some people use legacy computers.

not necessarily true because some hacked versions of windows os run better and faster. tiny xp was one example. a version of xp with the clutter removed.  there are also versions of 7 . like this "tiny 7" . these trimmed low fat versions have worked well on older computers that have less power and lower spec's then current models. although windows can run on tons of hardware it does this by being loaded with everything under the sun thus is a bloated operating system.
