You see that is the problem with Americans, not trying to understand each others problems. The rule is there as a general guideline, they should change the wording and remove "may result in discipline". It should be clear cut like "will result in fine / discipline". But again, the NFL board is on the side of players, so stop your whining and let it rest. Politics in sport doesn't all have to be negative, it can be used to raise awareness for a good cause.
