The website for the Thai Consulate in Hong Kong doesn't have any information on 2018 holidays yet.

 

Does anybody know if it will be open on Thu 4 Jan and/or Fri 5 Jan?

January 1st and 2nd are Thai holidays.

Looking at the consulate's calendar for this year the only holidays were the Thai holidays so I would expect them be open the 3rd, 4th and 5th.
