Yes, one way, it is a departure road from the road going over the bridge.

 

The bridge, over the Tha Jeen river, is to the SSE of the Police Academy (DHC-4 Caribou on site) in Sam Phran district of Nakhom Pathom Province.

 

In the distance the road is a dead end (on the river frontage) to the left. To the right it turns under the bridge and splits, straight on to another dead end (river frontage) and also right, back down the other side of the bridge (as a single carriageway completing a U turn) to rejoin the main road.

 

The building only appears to be on the bridge, it is actually Sam Phran Police station (access from the single carigeway) on the opposite side of the bridge carriageways.

You are right. But to build long walls cost a lot of money so they put poles instead to appear they had done their job and perhaps charge the price of long walls price.

No look at the video closely, I could see several of the posts further away from the concrete chunks from the wall. Also retired from working in the building trades I tend to pay attention to structural elements and have seen these often

They are not cement, they are concrete which includes 'cement' as a component ! You must be American!

and it will still be insisted that it's always the multiwheeler/car/ute that's at fault, whenever a culpable motorcycle is concerned!

 

 

bet the motorcyclist on the bridge wasn't concerned a bit!  as he put put putt'd along on his merry way

No it's not a barrier. Looks like supports to have those screens they use put up. Definitely not some sort of crash barrier as no strength in them. Luckily the actual barrier held or the truck would have come over as well.
