I have previously financed a new car in Thailand (using my work permit and proof of income + Thai guarantor)

I also have a Thai credit card (having made a deposit as collateral)

 

are there any banks that would give a personal loan to a foreigner with WP, proof of income and Thai guarantor?

I called both SCB and BKK bank and they both said no loan policy for foreigner. I bank with SCB but I didnt tell them that...do you think going into my branch makes any difference?

Every bank and branch can have their own lending policy. If you bank with SCB and have your salary paid in to your account they should consider a loan. You should go to the branch that hold the account. I've never had a loan myself, but I know of people that have.
