Posting on pattaya forum due to a recent thread that I viewed and now closed.
I also had the same question as the op regarding the 24hr rule if registered an a different address even if for one night. Over dinner recently with a fairly highly positioned official, I broached the question.
 
The immigration goal is that every non Thai passport holder ( possibly “residents” exempt) will have a control number upon entry to the country. This number will follow the “visitor” until they leave the kingdom.
Licensed hotels, home renters (owner/operators) as well as private parties must register any said “guests”.
Foreign condo owners, yellow book, and long “extended stayers” may eventually be able to officially report themselves based on their control number and today’s address.
Why all the confusion?
1/ TIT
2/ the arrival card obviously has a control number but as we all know many cards are lost or mangled so passport,DOB, address come in handy to find our computer info.
At the moment immigrations computer priority is length of stay. They hope to discontinue the cards and go by passport/DOB or the tm number on the entry stamp.
Hence the recent announcement of auto readers at entry and departure points.
You may have noticed Thais already testing this auto system.
 
The address system at arrivals does not properly track us. 35 million tourists and most are pretty “vague” about address especially given the tiny space.
 
The addresses will always remain an “issue” but if the reports from rentals and honest long stayers can be easily matched electronically then it’s a “good start”. Better online filing facilities are key.
In spite of the actual “laws” many IOs and offices are reluctant to service “unnecessary” tm30s as they typically come from “honest” stayers and the least desirable would probably not file anyway so TIT unnecessary work.
When I did my last tm30 in Udon his computer still had my home address in spite of 5 hotels in 10 days on a recent N/W drive.
When I asked what’s the point? He replied “ it will as soon as they are beginning to get it more “organized database” that are up to date.
With my tm# he was able to see the hotels I stayed at and that 1 had not reported “yet”
So it seems they are making progress.
Nothing is static in the above but as of last week it what was explained to me by someone who is involved to help make it happen.

Like all yellow book and pink ID card holders I already have an Thai ID number similar to Thais, but ours (usually) starts with a six.

I just stayed in a place that did not reguster me and one that did. The situation is as clear as mud but I don't care. I will report every 90 days. If I am fined I will accept it. If the guesthouse owner who did not register me.is fined.his problem. It's all smoke and mirrors.

Yes

Your id card (pink) should have an Id number that is also used for tax id and social security if you qualify for it. It should be a permanent number especially if you go for residency or citizenship some day. If under 60 consider paying into the medical program.

I don’t have all the facts but AFAIK if you join “thai Medicare” before age 60 your monthly installments qualify you for local care. Of course networking to preview some good doctors would be a good idea.
Hopefully someone here can chime in with correct knowledge based on personal experience. I missed that boat[emoji25]

Been coming here 25years, last 10 nearly permanently, never filled a TM 30 in, if it was mandatory why are we not handed the form when entering the country with a note explaining you have to fill it in and go find an immigration office within 24 hours or you will be fined 1600 bht? And when leaving the country they never ask for the stamped form!!

I hear ya.
My first trip here was 1981 and many “rules” are loosely followed and enforced.
We live in a new era where the grip is tightening for better or worse.
Best to ask your local office where they stand on the issue. It is indeed the law and enforceable at will on both alien and building owner/operator.

Any updates concerning this TM 30 business?


Update? Well, sort of.
I spent a few nights in BKK so upon my return I figured I would continue my merit accumulation and do another tm30 in Udon.
Last time he accepted it even though I was unaccompanied by my better half.
After a friendly greeting of “keethun” he said no I should really be doing a tm28 if I am returning to my permanently registered address from a hotel stay. When I offered to do it he laughed and waiied me saying “ maipenrai, it’s ok I know you”.
Moving target again although the law does read it is “criminal” not to do it and 200B per day fine.
Gotta keep on my toes is this LOS. LOL
