Visa, the world’s leader in digital payments, is now processing debit transactions in Thailand.

 

Visa announced last November it had received a domestic network licence from the Bank of Thailand.

 

“By operating as a processor of domestic debit transactions, Visa is well positioned to leverage its strengths and network to continually drive innovation and expand access to electronic payments in Thailand creating a more financially inclusive ecosystem for all,” Visa Thailand Country Manager Suripong Tantiyanon said.

 

“Visa Debit will be a stepping stone for further adoption of electronic payments in the country and strengthens the country’s national e-payment agenda.”

 

Through a partnership with National Interbank Transaction Management and Exchange (National ITMX), Visa is now providing banks and merchants in Thailand with a comprehensive range of debit products and resources.

 

A Visa debit card provides consumers with fast, simple and secure access to the funds in their bank account and can be used to make purchases wherever Visa is accepted online and at more than 46 million merchant locations around the world.

Nice... but if all the banks don't offer the card or if they do not offer it to foreigners who stay say 5 or 6 months a year in Thailand.....it won't be much of interest with everybody !

I guess no difference. This is just a PR article and as I understood Visa company can now act as a bank.
For the normal consumer there will be no changes.

I already have a Bangkok Bank Visa Debit Card which I use online now and again

Actually looking at that pic, I notice that:

 

A. The cardholder's name will be printed instead of Privileged Member, like in Europe.

 

B. It will use Visa Paywave Technology, where you can make payments by touching the POS reader, again similar to Europe, and PINless transactions for small values.

 

One change I have noticed is that Tops and Foodland now do not even require a signature anymore for debit card payments. So this will likely change it to touch payments with PIN required over a certain value and no pin under that value.

Big C as well. 700 Baht for Visa and 1.500 Baht for Mastercard no signature required. And they installed new terminals for touch payments and signature is now done on a screen.

I guess they do not care as they have Chinese customers as Number 1 number of tourist in Thailand now.  Plus all the Chinese  doing business here ...

Bangkok Bank are still issuing Visa Cards not all branches though, I lost mine the other week and they replaced it with another Visa Card valid 2021. They were going to give me the new one but I declined, I asked for a Visa Card, cost me 300 Baht

I still have my Bangkok Bank Debit Card with the VISA logo.  Expire in 07/22. Good to know that I can get a new one if I loose it. But still they are taking good care of the Chinese customers  and have expansion plan in China.

That's how Tops was before. Over 700 required signature on the digital pad.

 

For the last two months or so, I paid various amounts above that (in the region of 1,000-1,200 with Kbank debit card Visa) and no more signature was required. Same Foodland abt 1,000+, no signature. Few months ago, Foodland required signature for any amount.

Your card is insured against fraud and if you report loss in a certain timeframe.
Therefore no issue.

Visa cover any losses providing you haven’t been careless with your PIN number although as has been said not all outlets ask for a PIN number and some don’t even check your signature, Big C never do even if it is over the their limit.

Absolutely. as I've said on here a few times before, I always sign my name as Enid Blyton (a UK children's author) - just because I can and it's a stupid system asking for a signature which is NEVER checked. Whereas a PIN requirement is much safer.

 

If you stole/found a card, you can try it in Big C for a lower amount than their limit and you won't be challenged - as long as there are enough funds in the account. If you were required to enter the PIN for the transaction, you wouldn't know it, if you found the card.

Cards backed by Visa are insured, Visa pick the tab up not Bank.

Are you suggesting that if someone skims my Visa debit card here in Thailand and drains the account, Visa would reimburse?

Insured against fraudulent use of your card, I had my Visa Debit Card skimmed for £1500.

The money was withdrawn from an ATM in Bangkok, I had never used an ATM in Bangkok although I used one in Patong. Fraudsters skim Cards then sell the details on too a 3rd party.

My Bank said they do not lose out as it’s Visa who refund the money and carry out investigations how the fraud happened.

i have had Visa Credit/Debit Cards ‘hacked/skimmed’ not by an ATM over years when I was working/holidaying abroad and every penny has been refunded.

You may be referring to the Zero Liability programme by VISA USA, which maybe works there.

 

Normally, banks, and not Visa or Mastercard, would refund fraudulent transactions for credit cards, debit cards are not covered.

 

Furthermore:

 

"The coverage for credit cards and debit cards is different. Debit cards issued by Visa or MasterCard may be covered under their zero fraud liability policies, but only when the transactions are processed on their networks. When you complete your transaction as “credit,” it will likely be processed on a Visa or MasterCard network, based on the logo on your debit card. However, when a PIN is used to complete the transaction, it's more likely that it will be processed on a different network and therefore isn't covered under the Visa or MasterCard's zero liability policy."

 

So when they skim your card and copy your PIN as well, it seems there is no liability whatsoever.

 

And I am doubtful this applies anywhere outside the USA.

 

However, I am not an expert that's why I am asking. I do believe that one should read the fine print of this "protection" to see what it means.

Good to know. Hopefully the same protection would be in place for cards issued by Thai financial institutions.

As long as the card is backed by Visa/MasterCard
