Of course the answer is to stop showing dead bodies. Much simpler than improving safety standards. :cheesy:

The bottle neck is usually on top of the bottle; maybe don't put such governors in charge but clean, job-focussed driven professionals who reprimand/sue boat operators (not the Chinese tour operator who cannot be at fault for Somchai's operational greed). 

The memo explains, how the official Thailand usually works; look out for a scapegoat or swipe it under the ever-so-big carpet tagged "face of Thailand". 

Only such pictures, albeit possibly blurring the faces, will put the necessary pressure by the public on the authorities and its governors to start doing the job they are paid for. 

Good luck they had the other stage on the Northern end of the country with the happy ending in the cave otherwise this story would have made much bigger waves!
