@jeremy77- I have unearthed the following recent thread which might be worth a read. It was originated by someone who has been inconvenienced each time he enters Thailand on account of his last name and date of birth matching that of a complete stranger who has received an Immigration ban like your twin brother. However he has never actually been prevented from entering Thailand.

 

I definitely think, though, that the suggestion of changing his surname which was made in that thread would be tantamount to using a sledgehammer to crack a nut in your case!

Embassies/Consulates don't care. Visa fees pay salaries.

In the fine print somewhere there be a section stating that you state by filling the application you conform to the requirements for visa issue.

A visa doesn't mean automatic entry, that's down to Immigration at port of entry.

Not to the OP, just an open question.

 

I wonder how many people in the future will be on TV saying they were refused entry on their new

( first)  passport because their twin brother was blacklisted?
