Differenet laws for (Myanmar) people get a Non-Thai ID card more easily without tabien baan?

Tabien baan seems pretty difficult to get for Western people in Thailand.

 

How come other foreigners like from Myanmar living in Thailand have a Non-Thai ID? I doubt they are having a Tabien Baan since that is quite difficult to obtain?

The ID card system  is really designed for workers from neighbouring countries to help with registering them for employment in Thailand. If you look into the conditions of issue I believe it says the holder should notify the issuing office when moving to another area of Thailand etc etc.

The ID-card  is the same, but the reason different. They have the ID-card because they are stateless/do not have any ID and have certain restrictions.

Yep. No reason or need to have one if you have a passport.
