Can you explain a bit more?

I've had plenty of dealings with them and it doesn't sound right TBH.

As far as I know the Australian Embassy will not normally issue an ETD in the case of an expired passport it's generally to replace lost, stole or accident damaged passports.

Expired passport is a persons own problem, let's face it you have 10 years warning on the expiry date.

Go into overstay or other visa related problems caused by yourself very few embassies can or will get involved as it is yourself that has caused the problem.

Get your passport stolen/lost close to your leave by date go to the embassy with a ticket booked for Oz and a police report and details of your passport I'm sure you'll get an ETD.

Ms. Licciardo said she has been going to Thailand for 14 years and has never spoken bad of the country but would now never return.

Pretty sure she would have been put on the Blacklist anyway.
