The article seems to say they have a "goal" to be plastic bag free by the end of 2019... But the details of the promotion they're talking about are prior to that, and doesn't involved them yet getting out of plastic bags...

 

Right now, they have a 1 day-a-month no plastic bag policy, where they have been using paper bags in the Central Food Halls on that day and encouraging customers to bring their own reuseable bags from home....

 

They really need to stop doing all the talking and start doing a big more acting to actually start phasing out the plastic bags.

With their money they should be able to do a hell of a lot more than "encourage" customers.
