Thailand’s Finance Ministry is considering an overhaul of the current ‘one size fits all’ state welfare system, replacing it with a more tailor made version which is more efficient in addressing poverty related issues.

Why why why a picture of an ATM machine?

Maybe the Govt will put money onto a special card so the patient can pop to the ATM befoe treatment.

And hopefully no PIN for those with Alzeheimer's !

No it won't.

By its nature of providing welfare that is based essentially on social inequality, it perpetuates social inequality. https://en.wikipedia.org/wiki/Social_inequality

The same approach was used by the previous Prayut regime in applying increases in the daily minimum wage. Now Thailand's income inequality has worsened to one of the worst in the world.
