I think Thais have their fingerprints taken when applying for passport.

No system is bullet proof, but it does a good work. They will catch him next time, because the fool is probably dumb enough to come back.

Many stories in the press have praised Thailand's biometrics system that began operations this year. 

 

Many biased stories maybe fake news from IMO's to offset an embarrassing purchase that doesnt do what they thought it would.

The lowest airfares in the world is on Hong Kong now due to the protests.  He can go anywhere.

You'd think that a bio-metric system was installed at the passport issuing centre before or at the same time as the airports ?

Systems have to be integrated, this takes time and money. The information has to be entered into the system to be retrievable

System only new, and his passport may well be issued long before the system launched
