Non-O multiple entry based on marriage

Is there still the possibility of getting a Non-O Multiple entry based on marriage close to Thailand? I may have some issues regarding work visa and looking a possibilities if need to change. I travel out of Thailand for work trips once a month and don't have the 400k to hand to put in bank, so multiple would be a better option.

Not easy to find but a non-o is mentioned here. http://www.thaiembassy.org/hanoi/th/services/1761/26646-ISSUANCE-OF-VISA.html

There have been reports of a multiple entry non-o visa based upon marriage being issued there.
