Well it had a good try at it for three years or so. Sir Philip has probably had the hump since at least 31st January.

Given that he and his department have been pretty good at implementing a hostile immigration environment for successive conservative ministers I’d suggest that they do the job tasked of them.

What you write smacks of paranoia.

Avoiding the stark realities facing you?

Can someone please explain the title of this article?I am American and don't understand how the term "Mandarin" applies.

It's slang expression used in the UK to describe very senior career civil servants, ther term actually originates from China.
They're usually at Permanent and Under Secretary level, they're the ones that provide advice to Government Minister, who come and go regularly whilst they stay in post for years, also providing checks and balances and offering consistent advice.

Could you explain ?

Hang about, I just worked it out .

A Government minster resign,( which is a common occurrence)

And he thinks that this is the beginning of a new Nazi regime and that  Boris is the New Hitler and the UK will be the new Nazi Germany ?

I do feel that hes over reacting to a Ministerial resignation

Imagine his reaction if the resigning bloke would had taken Pretty Patels job by forcing her out ?

First they came for the socialists, and I did not speak out—

Then they came for the Jews, and I did not speak out—

Then they came for me—and there was no one left to speak for me.

And I am sick and tired of reading this for every person who doesn't get their own way.    Nobody has 'come' for him.  He's jumped before he was pushed and will do very well as a consultant, apart from his gold-plated pension.  He is not a martyr.

The civil servant is obliged to not mislead the minister and advise given regard to all the facts and evidence.

Thus if what the minister is suggesting is unlawful the CS is duty bound to say so.

See the civil service code and civil service ethical code.

to not mislead? by all means yes

however I am not convinced about this duty bound bit

Ok

He is a civil servant

The only minister to have resigned recently is the former Chancellor

send smth else

been through the referenced statute (not syllable by syllable - but have been through)

doesn't offer much nitty gritty

the statute is more in the direction of drawing up the overall organisational arrangement of CS and putting boxes

in  the right order

a good framework under which to make the formalities of the CS

So you are completely unaware of the threats to the BBC and the judiciary that Johnson and his right wing government have made?

Seriously?

The legislation  lists the 4 main principles of the civil service code.

It is no accident that Whitehall officials are known as Mandarins. Their language is often as hard to understand as anything spoken in Beijing.
