Japan appears to be the only place still open (perhaps only due to their attempts to keep hopes of Olympics alive). Hard to find information on it though. I can't even find information about requiring quarantines, which seems a bit irresponsible.

According to IATA, Japan is effectively closed to citizens of many countries, regardless where they have been in the past 14 days:

 

"Nationals of Andorra, Austria, Belgium, Bulgaria, Croatia, Czechia, Cyprus, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Iran, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland and Vatican City (Holy See) and passengers with a British passport require a visa to enter Japan, until 30 April 2020."

So far as I can gather, S Korea is also still open, though you have to install some sort of software on your phone and might be quarantined. From IATA, again:

 

"Passengers arriving from any country will be subject to quarantine procedures. They must install a self-diagnosis application in their personal device and a completed Health Declaration Form and a Special Quarantine Declaration Form must be presented to the quarantine desk upon arrival."

 

Mainland China is still open, though there'll be a 14-day quarantine at your expense. Not sure about the visa situation, though.

 

I should have mentioned that the Hong Kong ban is in place for 14 days, although it might be extended.

 

It looks like Japan has just announced it is closing to Americans, as well.
