Understanding this isn't really important unless you're trying to troubleshoot a connection issue. If your 'current values' are withing the stated 'reference values' then the service should work.

 

Not sure why you'd want a local splitter prior to your ONT, especially if it's not being utilized for anything. A 'splitter' will halve the original available signal (as seen in your "RX Optical Power" samples).

Your optical power levels (downstream RX and upstream TX) are fine as long as they are between the "reference levels."   The reference levels are the levels of power the router/equipment will operate properly within.    And too much power can be as bad as not enough power.    Your optical power levels are just fine....well within the reference levels.
