The police ignored the seller because no-one cares about yet another law that is only enforced if funds are needed. Here's a tip for them - there's a site on YouTube where someone frequently posts videos filmed on RCA in Bangkok of young women vaping. They can easily be found outside the clubs. Plenty of them there, if the police are interested. Which, of course, they are not.

The problem is that laws are sometimes enforced and sometimes not. And not often it is examined why it is like this. 

 

Here is a good example of the Insanity Club in the Bangkok not far away from the police station. But there are endless cases in Thailand where nothing happens.
