where is here?

if the uk no problem, just go and get married, any registary office will tell you what documents are required. if you are in the uk, doesn't matter what visa you have or don't have, no legal requirement for getting married.

If you're Thai there is. In order for a foreign national to marry in the UK, they have to have either been issued with a visa for the specific purpose of marrying, or to have initially been given permission to enter the UK for in excess of 6 months and to have at least 3 months remaining.

From the details the OP has provided, it would appear that his friend and his girlfriend can marry, but she will have to apply to the Home Office for a Certificate of Approval before a registrar will allow her to do so. The cost of a Cert. of Approval is £295.00.
