I simply love it when the rubbish spouted by local officialdom gets called out by the international community. It's just so satisfying. 

Not sure about this, but if you remain unemployed for a long period (over 6 months?) you no longer get unemployment benefit. Probably you also are no long in the system, so now are no longer unemployed!

They just come out with this complete nonsense and expect people to believe them.

so you are saying they don't record the cost of the employee and just pay them out of cash they they get - ok hadn't realised that was common.  Guessing the income tax dept are the most savvy people in the world then.

They pay taxes when the vendors initially buy the msg, noodles, etc.

 

They just pass that on to the buyer.

They are not the sharpest knifes in the tool box. On the other hand they do not have a nation wide system that supports what they need to do. Always been like that in this country. However, that´s part of the charm. ????

What do they need to do?

Of the 98% employed, how many of them work?  Take a walk round Thaiwatsadu & count the gangs of 'employees' actively hiding from customers; their only English, 'No hab.'

Oh dear, if you really need to ask that? Hmmmm.....no nothing to add, just very sad.

 

But ok, I give it a shot. They need to have a solid system for registration of every business that is active and in some way generate money. After that they need to coordinate everything nationwide as well as having much bigger fines and punishment for employing under the radar and for business not paying taxes as well as vat.

 

And, that´s the short version. If you wish, I can write a book about it but then you have to pay me.
