Several years ago a government minister was subject of such an order as a result he was 'retired' never to be heard of again. However if this was implemented country wide and perhaps extended to high ranking military personnel, it would come as no surprise that there are quite a few $ millionaires within the ranks, for this reason it will NEVER be implemented.
